Pärnu Town Council: The Survivor of an Erased Centre
Find the viewpoint and reveal the council building that survived while the old civic heart around it was almost completely erased.

The story
The photograph looks surprisingly calm: three people cross the street, and the council building rises almost unchanged behind them. But the quiet facade is standing at the edge of a city centre that was about to lose most of its old shape.
This wing was completed in 1911 for Pärnu’s City Duma. It is considered the only building in Estonia designed specifically for that purpose, and its original function has survived: Pärnu City Council still meets here today. The tower, stepped gable, deep arches and massive column were meant to make municipal power look permanent. In the end, the building itself proved more permanent than much of the city around it.
